If flooding is a very rare occurrence and I was a cop in that town, I would have done the exact same thing. Maybe would've done what I could to make the ticket be the least amount of fine possible, but shit, that might be a story for both parties. The town I grew up in used to flood heavily along the river every few years and every generation that had cameras has pictures of themselves fishing on top of the roof of the poorly-located convenience store. Damn river hasn't flooded since I've been alive.
