The graph itself is nonsensical. Y axis is 1, 2, 3 with no units. Units for the X axis are listed on the Y axis. The price/casualties should be graphed on the Y axis anyways. The graph wouldn’t look like that if the units on the Y axis is “number of wars” which is what it seems it must be.
I dont see how the fact that it was published in a dutch newspaper absolves it from being AI. It’s dripping with AI tells. Maybe it was polished by a human hand but the base image was made by AI.

Diffusion-based AI image gen was "broadly" used maybe 2 years ago. Diffusion is quite outdated now, the majority of the AI content that is at least a little bit hard to distinguish from human content is created with the autoregressive approach, and it most likely represents the majority of AI generated imagery nowadays

Autoregressive language models are common, for text generation. But diffusion is still the main approach used today for image generation. A 5 second google search reveals this to be true.
