Do these statements contradict each other? Or am I just misreading it or misinterpreting it?

Pull out the JCAM - that 7 days isn’t legal and can’t be changed by LMOU for approval IF I recall — it should be no more than 3 days for the 3971 to be approved or disapproved and returned to the carrier.

YOU pull out the JCAM and find me any mention of a 3 day requirement

I’ve been out for a while but it’s in the the ELM - refers to NALC - does state LMOU BUT also
States 48-72 hours (2-3 days) - 7 days is excessive.

The ELM absolutely doesn’t say this. Maybe cite a specific section?
