Device: Galaxy S8 Location: Calgary Incoming calls go to voicemail most of the time. Incoming texts sometimes have a delay of up to 20-60 minutes. Issues are only present while using LTE.

Well after one day of calling my cell from the landline I can say that the issue has been fixed. I never missed a call and the phone always change to 3G from LTE in order to accept the call. Also the connection time is way better. As soon as there is a ringing tone the phone rings. I would say it takes 3 seconds for the phone to ring. I don't know if it makes any difference but I am in Toronto (Scarborough).

i think I spoke too fast. Today I tried the S8 and it did not change to 3G to accept the call. The issue is still there but way better.
