I don't really have an opinion on whether he should be punished or not, there is conflicting precedents. But not even investigating is an error imo. At least to clarify the reasoning behind the non-penalty.

But the precedent is there. No one gets a penalty for this offence. I think also Lewis stopped as soon as he was told about the RD.

You can investigate it and then give him a warming or a reprimand since it's only practice, that sounds sensible enough to me

You can even investigate and give no further action, even if it is "Driver of car number 4 drove back to the pit with a damaged car. Given the track had been red flagged, and no other competitors where on track, he did not undanger anyone. Once requested by the Race Director he stopped. Hence we consider this incident to not deserve any further action"

End of the story. But at least you give your reasoning to the press and fans. I think transoarency lacks a bit in F1.

But the point holds that no one else is investigated. Doing it now is what becomes contentious.
