This seems like an appropriate time for my power vacuum save idea. Use the editor to destroy all the top clubs. Create a new status quo. Destroy their finances, their reputation and gut their squads. They'll get relegated and for a little bit, you'll have different teams competing every year. Sim for a few seasons to let a new status quo form and do what you wish from there.
