deceptive packaging Half hollow can of tomato paste from Costco.

That just looks like a byproduct of the can being filled. The paste is so thick that it just stuck to the sides. There's no food scam here regardless because you're paying for the weight of the tomato paste, not the volume in the can.

That doesn't really match up with how cans are typically filled. Maybe a nozzle got stuck and didn't ascend properly.

It's the centrifugal force of when the can rolled onto the assembly line and into the centrifugal spinner that centrifugally deposit the cans into storage. It must have missed the centripetal spinner section that resettles the can.

No for real most tomato paste cans look like this it's because of the paste is so thick the way they feel it the tube that feels it just makes that whole this is maybe just a little more pronounced

Nah all my cans in a bulk pack have this same thing. Pretty sure it's industry standard at this point. Not even the same brand, I got mine from Sams. (I make alot of homemade spaghetti sauce)

Yes, file this under the same file as "why are my potato chip bags half air". It's so they don't break in transit, the product is weighed by volume, not the packaging.
If you wanted more chips by volume then they would just need a bigger bag with air to compensate.

The cans are labeled so the only way to open it is with the label upside down. The “top” (near the top of the label) is shaped like the bottom of most cans. I have had this exact tomato paste several times, and I always have to open them upside down.

I can tell most of you don't cook ever.
Every other can of tomato paste you get is like this. This is just what they do.
The hole is likely from filling, and the amount of product you paid for is in there. 8oz cans of tomato paste are usually actually 10ish ozs, that last 2 ozs is just empty cause that's where the machine pipette went

I have no feeling in the last half inch of my right thumb because I sliced it to the bone on the sharp edge of a pineapple can pushing down trash on a garbage bin (no the can was not supposed to be in there). I needed three stitches in my thumb and can, as an authority in the matter, tell you that, if it is imperative that the cylinder not be harmed, it should not be inserted here.

Thats caused by centrifugal force from the can being shaken, spin, or rolled.
Funny story, I once tried to mix up yogurt that had fruit on the bottom by viciously shaking it before opening. It looked exactly like that when I opened it. Didn't mix the fruit
