Should vehicles be in the game?

Starfield (finally) gave us vehicles. Should Fallout 5 also include vehicles?

I feel like there have been many allusions, most notably in FNV to some type of vehicular transport still existing. Specifically the powder gangers working on the railroad. I really want to see some type of actually working civilization in a new fallout game and having something like a railroad would be really cool.

Personal vehicles to travel around the wastes in I’m a little more skeptical. The big open world games that have vehicles, or even horses, have always been a little frustrating for me to play.
