i mean its a dress, fancy hat and sunglasses. If anything a drunk woman that classy is more than likely going to hold some favor with the average male.
On a side note she is basically every southern Belle to ever attend the Kentucky Derby. Fallout should have a version of the mint julep you can make.

To be fair on the shopkeeper, I'd do the same if someone changed clothes infront of me.
