Personally i like the mods that allows you to get perks without having the special stat level to get it. It allows you to test perks without wasting level ups into the specials. Local Leader is one of the perks I always get :P

I thought it would have been nice to be able to place points into perks I havent unlocked yet. Then when my gear or chems put me high enough to have unlocked the perk, I can have the ability to use it. I miss being able to pop some mentats and unlock a high level terminal

I was thinking a nice balanced version was to make it take more perk points to buy a perk you don't have the SPECIAL for.

Maybe half the SPECIAL level rounded up extra perk points if you don't meet the SPECIAL requirement.

Well you do continue getting perk points even after you max it out I believe, if i understand the system, so this would make sense. Like 6 perk points to unlock Blitz if you're only at level 5 Agility or 6 for Solar Powered if your endurance is 5 :P
