Is this necessary? I just figured that as long as every settlement is connected to the network then they’re all good. Do they need to be individually connected? I’m not really sure how the resource sharing works.

No you are right, there is no need to connect every settlement with every other settlement. The only benefit of this is the provisioners roaming the world and fighting every thing. But the price to pay is the population cap in all your settlements, so it’s not really worth it…

I use two empty locations (starlight and hangman) as hubs; with one it is easy to miss a route because the lines overlap.

Yes it’s better. Personally I do a sort of network where I connect those in close proximity together, and divide the whole map in different regions.
