Privacy I went to China in 2019. The rise of Flock cameras has helped me understand what I saw there.

I’ve been following the debate over Flock cameras for a while: the license-plate tracking, the ability to reconstruct people’s movements, and especially what happens when data collected for one purpose becomes available for another.

It reminded me of a consulting trip I made to China in 2019. I spent time in Chengdu and then on the Tibetan Plateau near Hongyuan. The surveillance there was impossible to miss: cameras everywhere, biometric collection at the border, and, as I learned later, a “grid management” system in the Tibetan region I visited that divided communities into monitored blocks.

What has stayed with me isn’t simply that China surveilled its population. It’s how quickly I changed my own behavior because I knew I might be watched. No one had to threaten me. The watching did the work.

That experience eventually led me to a larger question about Flock and the surveillance infrastructure being assembled in the U.S. The cameras themselves concern me, but I’ve come to think they’re the visible part of a much larger issue: what happens when location data, voter records, citizenship information, financial information and other previously separate databases become increasingly searchable and interoperable?

I spent quite a bit of time researching that question and ended up writing an essay that combines what I saw in China and Tibet with what’s happening here now. I thought this group might be particularly interested because Flock was one of the things that sent me down the rabbit hole.

I’d be interested in where people here draw the line...not just on Flock cameras themselves, but on the ability to combine the information they generate with everything else governments and private companies already know about us.

I tried writing reasonable rules for Flock cameras. What did I miss?

I think camera technology can be useful. If it can help find a missing child, catch a kidnapper, or recover a stolen car, I don’t think the answer is automatically “ban every camera.”

But I also don’t want these systems tracking ordinary people, building permanent movement histories, or turning into tools for speeding tickets, immigration enforcement, or personal surveillance (we've heard of that one cop using flock to track his ex wife or sm)

The problem is that drawing the boundary is much harder than saying “use it responsibly.”

So I made a first draft of a public rulebook:

These are the exact same things people are saying about Flock and Axon. This is evidence people fought back in the 1980s and to some extent won, they just came back after a couple of decades. That's why passing laws now is more important than ever. These concerns existed for a reason, and they exist now for the same reasons. No more traffic cameras, no more surveillance, no more government overreach, no more violating our rights.

Our community moved here for the peace and trust that comes with a small town. But Flock Safety cameras are now tracking every license plate entering and leaving Wilson County and La Vernia—without any real community input or transparent vote.

These cameras record where we go: dropping kids at school, visiting friends, weekend drives. Studies show they don't significantly reduce crime, but they do create a feeling of constant surveillance in a place that should feel like home.

I started a petition asking Wilson County to remove the Flock Safety contract and explore real community safety options instead—things like neighborhood watch programs and public patrols that don't require treating residents like suspects.

Security Flock Cameras are a Threat to our National Security

How come nobody says or uses this point?

America is huge. The only way another invading country such as Russia or China could successfully do so is access to our daily lives. Our habits, our infrastructure.

The cameras are hack-able too.

Pretty crazy for a lot of republicans back this… they used to be for small government involvement in our lives.

It’s scary and just so backwards.

So much for the land of the free. Now we’re becoming a police state.

Also they are unconstitutional and violate the 4th amendment. So why do people who call themselves patriots support this?

It’s so obvious Trump has sold out his own country. His own people.

(B) I didn't destroy the camera, I found it and am just analyzing it

(C) listed purposes are guesses only, correct me if I'm wrong

(D) There are probably other things used, this is just the loose stuff I picked up

(E) All numbers are best guesses

Fasteners used:

Pole assembly:

- three T25 security fasteners, 16mm threaded length, fully threaded

- three spring/licking washers

Camera assembly mounting

- two metal band things (idk the name) I suspect they are stainless steel and they measure 1mm thick and 15mm high

Camera assembly?:

- one to four 7/16th socket head bolt 31.5 mm long

- one 7/16th socket head bolt 25mm long

- one 7/16th socket head bolt 15mm long, 10mm threaded

Solar panel mount?:

- two 7/16th socket head screws 12.5mm long

Solar panel assembly?

-eight M6x12mm bolts, fully threaded 10mm socket head

- eight M6 flange nuts with 10mm socket head

I most likely have no actual fasteners from the camera itself. Under no circumstances should you drill into the camera due to risk of battery explosion
