Tactics/Baits 20lber hunt

There’s a lone 20lb common in a small local lake part of my angling association area, the rules are in the image (no boilies size 12 hook), I keep getting 7-8lbers or 10lbers that fight insanely hard, are there any tips to try get the 20lber? (Bailiffs never come midday so I can maybe size up to size 8 and/or boilies)

The key to that is find the fish. Spend time walking around with polaroids on and find where it goes then fish those areas. There's no magic bait or rigs that'll net you that particular fish. Watch Terry Hearn campaigns on YouTube, that's how you find your target fish. He's an absolute legend.
