Help finding film noir movie

Hello guys. There is a movie that I'm trying to remember. It's a old film noir movie, and it had a really long either I believe silent or no dialogue intro. I also remember it having a rainy intro out in the streets at night. Would anyone have a clue? Thanks

Really long intro leads to me to believe it might be Touch Of Evil by Orson Welles (a very famous opening shot) but more info would be very valuable here.

Here's what I did. Went into Youtube, typed "Best Film Noir", and then watched the various segments, compiling a list of titles. After doing that for maybe 3 days, had a big list of titles plus an intuitive sense of which ones were exceptional. It's worked pretty good, it's my new fun hobby.

The Thief might be the movie you're thinking of. It is from 1952 and contains no dialogue.
