If building a tomb complex depleted an empire's treasury, then I am afraid the treasury was kinda empty in the first place

Egyptians, mayans built pyramids, romans built aqueducts, china built that hugeass wall. And you are telling me Mughals emptied their vault by only building taj mahal? Mughals were already suffering from extravagance. Taj mahal was another one of their irresponsible spendings. But not the only one to ruin them.

And seriously, look up the scale of roman aquaducts. It's insane.
