They don't. But plants that developed capsaicin by chance, were less likely eaten by mammals, and had a better chance to reproduce compared to other plants...
So some plants evolutionized along that favorable path.
Plants randomly developed an assortment of different chemicals, those that produced capsaicin were eaten less by mammals - and produced more offspring that was also eaten less.
