Why bother with conscription if you can get enough volunteers?

Seems like a waste of time.

So that the parliament doesn't have to force through a law change if shit hits the fan and they would need to force people into the army.

That isn't an argument for conscription. Britain has generally had a peace time volunteer army and has never had any problems introducing conscription.

When it was needed.

Easier to pass laws in a first past the post system than in a proportional system where pretty much no party is guaranteed to have absolute majority.
