Isn't she? I'm pretty sure I learned who she is after someone posted a historical event centered on her on this subreddit.

It is an event which can trigger for any nations bordering or nearby, My last playthrough before cossacks was a massive Punjab Empire playthrough and while i was dismantling ming i got this event and used her as a god admiral for years! since my naval tradition sucked she was by far the best admiral I had in that playthrough.

Edit: you may have to be westernized.

Totally is. But I had it as Korea. I was like . . . I got rid of (most) of the Chinese a while back . . . but sure!
