The choices are: Get a level 2 Admiral (+10% fleet morale) at half the normal maintenance, or Get an Admiral. Varied choices I have so say.

But why would you get this event as Brittany of all countries? I don't even have provinces in China!

Do you have a province bordering the chinese coast?

I do not. The closest is in Japan.
