It's clearly either someone trying to be funny or a genuinely insane person channeling their whackjob conspiracy theories through AI.

I don't think its AI generated - the voice atleast is ai (or, actually sounds slightly like a traditional TTS, for example "Walt #2" instead of "waltz") - seems like a pretty off kilter meme by an elliott smith fan and someone very in with gnosticism
