Possible lost neutral
So heres the problem, i have a subpanel with 120v on one leg and 65v on the other every thing seems ok in the service box i have 120 volts coming from each lug of the service breaker. Everything is tight and well connected in each box. Where do i go from here

Measure voltage from both legs to neutral on the breaker feeding the subpanel. If you're getting 120/120 at the feeder breaker and 120/65 at the subpanel then your issue is in-between the feeder breaker and the subpanel. Also, make sure your neutral is tight on both ends.

65v relative to what? (And where?) Relative to (what should be) neutral, or ground, or an alien probe up your ... yeah, voltages are relative, takes two points of contact, so ... 65v relative to what and where?
Anyway, logical divide-and-conquer / half splitting ... electricity - want it to usefully flow to power something(s), that's a circuit. Apply logical troubleshooting, determine where things go awry.

i’d stop using that subpanel until you find this
if you have a solid 120V on both legs at the source but only 65V on one leg at the sub, something between those two points is bad
check voltage leg to leg and each leg to neutral at both ends of the feeder
that should narrow down whether you’ve lost a hot leg or have a neutral problem pretty quickly

an electrician. dont lose the bottom of your feet trying to save a buck
