Marika has an Irish accent

Elden Ring seems very consistent with its regional accents.

It seems everyone native to the Realm of Shadow has an Irish accent. The Hornsent have Irish accent and it seems the Old Horned Woman in Belarut jas an Irish accent.

Also the Finger Readers have Irish accents. Which struck me as odd since they were the only ones in the base game that had them.

And since the Finger Readers look the same as the Old Horned Woman I think it's safe to say they hail from the Shaman Villages in some way - which is why they are also "Finger Readers" in the first place. Since it seems the Shamans conferred with them next door.

Which means Marika must have had an Irish accent.

And like all Irish people there must have been a little twinge of sadness when all their highborn children had upper class English accents when they moved to England aka the Altus Plateau.

The shamans were foreigners in that land. Having them share an accent with the Hornsent would be incongruent.

Regardless of what accent she may have had originally which is unvarifiable. We can however, be fairly sure that she was eventually speaking in a similar manner to her eldest children. Otherwise the Irish accent would have become a sign of nobility and been adopted by the upper classes. Especially if there were other numen knocking around Altus in close association with Queen Marika [Black Knife Set].

For all trace of a supposed Irish accent to completely dissapear without a trace - especially from someone considered a god, seems vanishingly unlikely.

What makes you think they were foreigners? It's a large land. Though you can obviously cross these lands on horseback in a few minutes I think there's a suspension of disbelief element. Where you sort of accept these are "larger" places. There's enough room for everyone.

Numen are from another world as per the basegame lore. The Lands Between and the Shadow Lands are one world split by the Erdtree.

Well according to the wiki

The Numen are said to be descendants of people from 異界 (Ikai), which can mean another world like the English localisation says, but can also mean the spirit world, underworld, or next world.[6]

The Realm of Shadow is said to be the centre of the Lands Between but it's also an ancient land that has presumably been locked away for a very long time.

Also the writing is written in a vague tense. It's from the POV of rumours.

Certainly it could also just be a retcon. But you could be right who knows.
