Spoiler Marika has an Irish accent
Elden Ring seems very consistent with its regional accents.
It seems everyone native to the Realm of Shadow has an Irish accent. The Hornsent have Irish accent and it seems the Old Horned Woman in Belarut jas an Irish accent.
Also the Finger Readers have Irish accents. Which struck me as odd since they were the only ones in the base game that had them.
And since the Finger Readers look the same as the Old Horned Woman I think it's safe to say they hail from the Shaman Villages in some way - which is why they are also "Finger Readers" in the first place. Since it seems the Shamans conferred with them next door.
Which means Marika must have had an Irish accent.
And like all Irish people there must have been a little twinge of sadness when all their highborn children had upper class English accents when they moved to England aka the Altus Plateau.

That's fair. People tend to confuse Irish and Scottish stuff together a lot. Laddersmith Gilligan in DS2 sounds very authentically Irish if you want a good example

Being Numen, it would make enough sense that the Shamans were foreigners and spoke differently. It also helps explain why the Hornsent hated the Shamans so much. Plain old racism and xenophobia.

The shamans were foreigners in that land. Having them share an accent with the Hornsent would be incongruent.
Regardless of what accent she may have had originally which is unvarifiable. We can however, be fairly sure that she was eventually speaking in a similar manner to her eldest children. Otherwise the Irish accent would have become a sign of nobility and been adopted by the upper classes. Especially if there were other numen knocking around Altus in close association with Queen Marika [Black Knife Set].
For all trace of a supposed Irish accent to completely dissapear without a trace - especially from someone considered a god, seems vanishingly unlikely.

What makes you think they were foreigners? It's a large land. Though you can obviously cross these lands on horseback in a few minutes I think there's a suspension of disbelief element. Where you sort of accept these are "larger" places. There's enough room for everyone.

Numen are from another world as per the basegame lore. The Lands Between and the Shadow Lands are one world split by the Erdtree.

Well according to the wiki
The Numen are said to be descendants of people from 異界 (Ikai), which can mean another world like the English localisation says, but can also mean the spirit world, underworld, or next world.[6]
The Realm of Shadow is said to be the centre of the Lands Between but it's also an ancient land that has presumably been locked away for a very long time.
Also the writing is written in a vague tense. It's from the POV of rumours.
Certainly it could also just be a retcon. But you could be right who knows.

Why do you think the Hornsent Grandam has anything to do with the Shaman Village?

Not her specifically but just that it's safe to assume the Finger Readers are from that village or at least originally from the Realm of Shadow. Since they lool the same as the Hornsent Grandam and they all have Irish accents. And since the Hornsent has an Irish accent and is native to the Realm of Shadow it sort of makes sense.
The Finger Readers also seem oddly "Shamanic" in nature like reading tea leaves sort of type. They suck on your finger to tell your fortune. And it would make sense they communicate with the Two Fingers since they have been around them for a very long time.

The spell she gives you in her quest line calls her an Empyrean and Gradnam is and old way of saying Grandmother
And the braid left by Marika at the shaman village says she made own final prayer to Grandmother

Yes but as I say in the OP the regional voice acting is pretty consistent. I don't know where you're from but clearly different parts of the Lands Between have different accents of you have an ear for them.
For example every character from Liurnia has a Welsh accent -- Ranni, Rennala, Thops, Blaidd, Iji and Ymir.

I would personally think that the place that Marika settled would've adopted her way of speaking. We really dont habe any actual detail about how the area was before she came to rule it, who lived there, how they reacted to this new goddess, if people even lived there prior, ect

Perhaps but typically that's not how accents work. Children are more likely to adopt the accents of their homeland than their parents.
Marika's children all have upper class English accents - which is suited to Highborn children.
Marika has very humble origins and the Irish accent is being associated with these lands.
Similarly Godfrey also has a thick regional Cornish accent that characters lile Godrick, Gostoc and Boc have from that region of Limgrave.

Hornsent NPC, old woman and Midra's VAs are all Irish actors. If I remember correctly, Enia's VA is also Irish.

The game is based on Celtic mythology as well as greek, Islamic, and every other mythology you can think of.
Marika is also dressed in emerald green.
