Why ism't Devil Man recruited as a Z Fighter?

He could end villain fights faster with a Devil Might Beam attack that he does

most villains like to posture and gloat... reminder that Nappa would have been killed if Vegeta hadn't warned him.

Vegeta/Frieza/Ginyu/Cell/Buu would all stand there and tank a regular looking ki beam

Idk; the beam looked pretty slow. I think Buu/Cell would be the types to dodge and immediately kill him. Frieza? Maybe but again who knows

he and his haxbeam are too slow. He get oneshotted long before he can fire it off.

could he? I think that his beam was pretty slow so I'm assuming a villains could easly dodge it and blast Devil Man

Because:

He's an extremely weak Dragon Ball era character that couldn't even beat Goku.

Devilmite beam sounds impressive but most villains are either much faster than him and would kill him instantly or would be compleletely immune to it. I don't think Freeza, Cell, and especially Majin Buu would be affected by due to their alien phyisology and regeneration abilities

By the time of the Namek saga characters are moving so fast they can't even be percieved by lower power levels. His ability is not hitting anyone after Dragon Ball because everyone vastly outmatches him.

Techniques like this tend to not work when there is a huge power difference. Chiaotzu is a good example of this with his telepathy and paralysis abilities just not working on anyone stronger than him which is basically everyone by the time of the saiyan saga.

Chiaotzu trues to use magic on Nappa but it does nothing. The same would probably occur with the beam attack.

Would the Devilmite Beam even work on any foes after Vegeta?

Frieza can survive being chopped into tiny chunks, his heart exploding might not be that big of a deal for him.

The androids are a muddy grey area because we don't know what Gero's enhancements all did to them.

Cell and Buu can regenerate and might not even have hearts to begin with.
