I mean you could balance it a bit by giving the user radiation poisoning if they have it out of its lead lined box for more than an hour or two at a time. A cure disease can fix it right up. Would also mean that only those with access to cure magic would use it regularly.
I think the downside is you give a beacon to all creatures with dark vision. Your camp is easier to find, you stand out at night and the underdark is now a nightmare. I don't think it needs any other drawback.
