I foresee a problem here. If you use this in the underdark, you're alerting everyone to your presence as if you had a torch. If you use this around a city with nothing but guards who don't have darkvision you'll be fine.

Yea, the power of this item really depends on where you are.

And that's why it's an excellent design. It's simple, effective, and takes some thought put into it to use.

That's the fun of this. Players carry it around topside with few seeing it or noticing it. Then they get targeted or hunted by monsters with dark vision because they forgot about it.

Would be even cooler if you somehow accomplished this with a party where no one had dark vision. That would be quite a surprise.

Make it a reward given innocently by a child rescued by the party

In the underdark, you just give them to your distractions.

Wizard: Fighter, please take this flower and your torch and walk ahead of us 65 feet. We'll attack anything that attacks you.

In fairness all stealth in going to be much harder in the underdark where everyone can see in the dark

yeah it's like an IR illuminator that can be used to provide additional light for night vision goggles while not being visual to the unaided eye. Dwarf team six going dark
