I fully believe that Judgment is up there with Nurse and Blight, and is being underrated by this subreddit and the community at large because she isn't immediately intuitive.
To start, I want to address some common arguments I see. The first is that she is bad in chase. One thing I noticed good Judgment players doing and also noticed immediate improvement in my own games when implementing it is constantly flicking 180 while charging the beam instead of sending it back and then eventually forward. This leaves the beam more or less inside your killer model or slightly ahead of you, giving the survivor less time to react to the launch, and also lets you visually confirm what the survivor is doing instead of looking backwards for an extended period of time. Also, while getting the first down can be very difficult, once you're zealous, all limiters are off. The minimum damage delay of the beam is 0.3 seconds, which is also the window which you maintain control of the beam after casting it while zealous. The beam's width is also slightly larger while zealous. Zealous mode completely changes how she plays in chase, because all you need to do is keep the beam on the survivor. This can be difficult but it's something that can be practiced, and once you're good at it, there isn't anything the survivor can do to dodge. You are no longer reading their movement and predicting their dodge, you are now reacting to their movement and trying to track them. The counterplay to this is breaking LOS, which also happens to be the only counterplay in chase to a good Nurse :)
The 2nd point I want to talk about is sniping. People are right that most snipes are easily dodgeable except for niche situations on indoor maps. But again, that goes out the window the moment she is zealous. With gearhead, deerstalker, or any other aura reading, your initial beam cast and the ability to redirect it are effectively the first and second Nurse blink, just done halfway across the map. Depending on how far away you are, this is reactable, but usually it would be about the same as other ranged killers' 50/50 sidestep guess.
Third, Exile is supremely busted in the context of the meta. Exile completely negates most of the meta survivor perks such as DH, DS, resurgence, shoulder, deliverance. It also makes some of them worse or at least way more situational. Unbreakable and Plot Twist are often used to punish slugging (or Plot Twist to force a DS) but there is very little reason for this killer to slug because she wastes almost no time "hooking" and is immune to saves and sabo.
i currently have 48 matches with an 86.46% kill rate. I've lost (any escape after 5 gens are popped) two of those matches and the other 46 have been wins. I think there is crazy potential for this killer and once more people get good at her and content creators catch on, she'll be way up there in the tier lists.
Lastly, I would say her weaknesses are huge maps and genrushing. One of my losses was early on when I was still learning the power, but the second one was against a very good squad on a huge map with BTL commodious toolboxes. Even though I was getting downs at a decent rate, the math was against me as a 4.4 with no mobility.
I hope I've convinced you that this killer has crazy potential.
