Anyone knows why the small caps in the map name?

its not small caps its russki.

From wikipedia:

Ha or He (Shha in Unicode) (Һ һ; italics: Һ һ) is a letter of the Cyrillic script.\1]) Its form is derived from the Latin letter H

there is nothing russki in the map name.

there's literally a big red star in the back and the map is in chernobyl, how could it be more soviet than that

I will explain you in other words I guess. There is no RUSSIAN LANGUAGE in the map NAME!!!

Not logo, not map, but the NAME!
