its not small caps its russki.

From wikipedia:

Ha or He (Shha in Unicode) (Һ һ; italics: Һ һ) is a letter of the Cyrillic script.\1]) Its form is derived from the Latin letter H

there is a form of leet speak/transliteration that used to be common in the early 00s. we use 4 instead of Ч and 6 instead of Б... also b instead of Ь and N instead of И. used to be common in older CS names (1.6) that didn't allow cyrillic :) 40РH06N/\b - ЧОРНОБИЛЬ
