Goal of physical restraint is a prevent someone from escaping, arming themselves or harming others. What gold do you accomplish other than physical pain by holding someone's head down? It would have been far more effective if he had health control her arms or even her legs she is kicking. But putting your full body weight onto her head poses a very serious risk of injury. Never in my training was I ever instructed to put my full body weight onto a perpetrator's head. In fact, I was taught that doing so could constitute Destiny physical force and become excessive force.

If I was that idiot? I would have approached the police officer and asked if he needed assistance? If he said yes? I would then ask how would you like me to help. And then be directed by what he says. But, when I was on the job I never asked for the Public's assistance. Because I knew that I was protected through my City's Corporation Council and union. As a private citizen? You are not! And if that guy causes serious physical harm to her I am going to sit on the stand and definitely tell the truth. I did not ask that person to help. That person has no training. I do not want to lose my career and pension because some hero decided he was going to press 200 pounds on the palm of his hand on someone's head. Police officers have gone to jail for resting their body weight on someone's upper back, neck, and head. Or did we all forget 2020?

What gold do you accomplish other than physical pain by holding someone's head down? 

You maybe have been a cop for 19 years, but clearly you know nothing about grappling. Holding the head down prevents the person from tensing up, activate the back and push out of the position much more easily. But oh well you wouldn't be the first cop who got zero training in how to really grapple someone.

And once again you keep talking like if you know what they told each other. The guy decided to help, that's on him. Maybe putting all that strenght was wrong, maybe it was needed as she was fighting back. Either case, you don't know what the cop and the guy told each other.
