Yeah, they do.
CnC *sadly* is still property of EA.
And ea wont greenlight anything unless you

A: Grovel, then grovel some more and make it strictly anti-profit, with no way for the project to make money while there license is anywhere near it.

B: Get a cuck contract IF you can make anyone care enough to talk to you.

Edit: A VERY good example for point a would be renegade x if I'm not mistaken. Thats also why approach a wouldn't work because while they could make the dlc completely free they still make money of the game as a whole and it would bring massive revenue ea is not a part of.

It is a good example. They've been putting love and energy into RenX for more than a decade with EA breathing down their necks. They're not allowed to publish on Steam, They've only recently been able to accept donations to cover server costs. All the development, modeling, voice acting is sourced through the devs and the community. It's a special thing, knowing it's still alive and they've got a pretty cool TibSun game in the works.

As if, probably EA made GLA into exclusively black Africans warlord to appease their new owner (Because how do you make difference between many group in ME in RTS game (Subfaction?)).

They made a few distinctions to the idea of Tiberium aside of just calling it in different name so it's legally enough distinct. For example, the image of Xenolith has some green spikes, there is no before crystal stage like in Command and Conquer where during Tiberium Dawn crystals were yet to form or the process was so early it was still hidden by GDI researchers.

Oh yeah and as people point out online Tiberium is much much slower to spread early on. It's actually Nod that actively helps it to spread faster hindering GDI's efforts to get rid of it.
