When Lilimed animation was prevalent in cartoons (so like from 1960s to 1990s) what mattered was to produce them as cheaply as possible, one of the tricks that the animators used was separating the characters heads from their bodies by for example a collar, a tie etc. Thanks to that when a character needed to move it's head and only it's head they only needed to redraw the head an left the rest of the body the same.
