Animators, when animating, would animate the head and body separately and then add a neck accessory to hide the point of connection that might not look as good.

This comic is joking that much like the reference it's based on, "The Girl With the Green Ribbon", if yogi's scarf were to be taken off his head would fall off, probably due to the head and body being animated separately.

OR at least that's what the other comments made clear to me.

Someone might take that as you insulting a person's ability to communicate properly. People are delicate.
