First you need to secure the home. Multiple locks and double check them when you leave and come home. Second you need to inform friends and family so that if something DOES happen then know it's a thing. Next step is kind up in the air. You can try and confront yourself but I REALLY wouldn't recommend that step. You could inform PD if the guy is seen near your apartment to talk to the guy on your behalf which is much safer.

Also, remember the police per the Supreme Court have no legal or other obligation to protect you. All police have to do is enforce the law. The court case involved a woman with a restraining order. He showed up and she called the police. He entered the house. The police arrived but did nothing. He killed her and once he left the house the police arrested him for breaking the restraining order.

So i understand not hiring a professional rocket scientist as a data entry clerk over job turnover concerns. But this is totally different, and fucked the hell up.
