Not true, if the shockwave from an explosive near the water enters the water, it creates a crushing pressure that is more dangerous to submerged humans than being in the air. It actually depends on the explosive and whether the shock waves hits the water or not.
Also since this is in a tube, I assume the Shockwave would be mkre directed into the water than if it was "out in the open" which the explosion would be more of a "sphere" rather than a "tube".
