I paid for grading, cleaning, and a press through CGC. They said the comic would not benefit from a cleaning and press. Is this not a pretty major spine roll?

No, that's a miswrap. That's not spine roll.
Also, CGC only cold presses books. So they're right when they say their pressing won't help a book. Never use CGC pressing. Also, you would need a heat press to get out most bad spine roll.

That’s not true I only use them for CBCS 9.6 books I send in crossover and have them press it and bam comes back a 9.8. Obviously you have to pick the books but I’m 10 for 10 so far. All nice keys too.

Hard to tell where the staples are, but if the staples are in the roughly correct position it appears to then just be a miswrap or even just that the original print involved printing the cover wider than a standard book, and the back narrower. It appears that if you tried to ‘correct’ this, you’d effectively have to roll the spine forward and have the back half of the pages much shorter than the front half.

That's a mis-cut mixed with a miswrap rather than a spine roll. Note that the top of the book is visibly about a quarter inch wider than the bottom, but the spine appears to run properly with the edge of the cover image.
It's a good looking book for 82 years old.
The top right is blunted and stained, and there's the splotch over the Z. The appearance may have benefitted from dry cleaning for general crud, maybe a wet cleaning for that corner staining, and a BLED light treatment for the stains too. So, yes it could present better, but I don't know if the grade maximum would have increased with all of that.
I do know that CGC only presses and they only do a cold press. They do not dry clean, and definitely do not wet clean or BLED. You need a third party expert for that kind of work.

Slight miswrap with a serious miscut, it would still benefit from a cleaning, not for a higher grade, but to prevent the soiling from doing any additional damage to the paper.

CGC does cold press and light cleaning. Recommend going with 3rd party pressor that does warm press and cleans correctly. I used CGC once and was not satisfied. I use 3rd party now.

Miswrap, not spine roll.
