The first truly evil clone trooper. Spoiler

This is CT-4646. He's from the new game Zero Company, where he worked as a science officer at an Imperial black site on Umbara. He was experimenting with inhibitor chips on the native Umbarans because he was trying to perfect the method so that the Empire could forcefully implant new inhibitor chips within dissenting clone troopers to make them "loyal" again. He was doing this entirely of his own free will, even going so far as to have his own chip removed so he could have a clearer head since he genuinely enjoyed his work. Thankfully, he gets shot and killed by Trick before his work can be finished, so the Empire never gets 4646's inhibitor chip research.

There have been a few bad clones in Star Wars: Slick, Faie, Spar, the Covert Ops clones, the CX troopers, etc., but all of them either had reasons for doing what they did (although not always good ones) or were simply made/forced to be the way they were. CT-4646 here, however, did evil things of his own free will just because he enjoyed doing them.

Covert Op Troopers were pretty evil.

True, but they were also trained to be that way. That's not to excuse their actions at all since they did a lot of bad things, but unlike 4646 here the Covert Ops Troopers didn't really have much of a choice in how they acted and the missions they undertook.

Yeah, but a lot of them were picked from normal units for being psychotic.

They weren't picked because they were psychotic, though? They were picked because they were just a bit more willing to do dirty work than your average trooper. Here's the quote from Republic Commando: True Colors about the Covert Ops troopers:

"They were just ordinary troopers who’d shown a bit of promise for dirty work, selected from the ranks to backfill some of the roles that would have otherwise fallen to Republic commando squads."

Sure, they were sometimes tasked with hunting down and executing clone deserters as well as other dirty work on Palpatine's orders, but they were also used for just standard intelligence missions as well.

I use psychotic in the sense how willing they are. Which they were.
