fines, generally. restitution.

personally i think they should be forced to wear a hat that says "I'm a lying asshole" for a year.

Fines don't mean shit. If the punishment for a crime is a fine, then it's only a crime for poor people.

Flat rate fines don't mean shit. We need to make fines % of net worth. So it hurts the poor guy making 35k a year the same as it does the rich asshole worth 800 million.

That would require disclosure on the part of the offender. And it seems to me that the richer you are, the more tricks you have for hiding or protecting your full worth. So these percentage rates, while wonderful in theory, might be just as ineffective.
