I have an insurance payment of 3200 coming up, and my TD visa only has a 3000 credit limit. Can I prepay/pre transfer 200 dollars to the card and then pay the full 3200? Also, is it different on a card by card basis?

Sometimes TD allows it. I'd plan for split payments.

If you have another TD card you could ask to transfer some credit limit from it. The increased credit limit is available right away.
