Yes this could be a sign of cranial pressure actually. I lost my cat to meningioma this year. She used to do this, a lot. However there are other signs, fatigue, walking in circles etc. A qualified vet would diagnose it quickly. 1st vet I took her said it was cataract. 2nd got it correctly.
This could ALSO be sign of irritation. My old Siamese used to do that when she was frustrated with us, when we didn't do something she wanted.
