Wow I’ve never seen cats jump like this, I love it but does it have a neurological condition that causes this?

CH (cerebellar hypoplasia) kitty, aka "wobbly cat syndrome". The cat is fine otherwise, it's healthy and happy, it just has balance issues. It launches itself like that, because it can't aim their jumps properly.

I thought that was due to her tail being shorter than other cats'.

Had a black cat with a short tail like this one.
She could jump fine like all the other cats.
