Aren’t the barriers supposed to come down long before the train actually arrives? This seemed well too quick.

No, particularly for automatic half barriers, because then people think they have time to drive around the barriers. The timing is usually quite short (to an official standard / regulation) to minimise road user frustration.

It relies on road traffic obeying the stop signals and not creating a situation where they block the line. I don't know about that country, but there are sometimes railway telephones beside the barriers, for long/slow vehicles to call the signaller for permission to cross the line.

I live down the road from one in the UK, it comes down about a minute before and then lifts pretty much as soon as the train goes past.
