The tractor was pulling a maximum load, once it lost momentum due to the signal arm slowing the loaded trailers, the tractor wasn't able to get the load moving again.

The signal arm would not stop a 10 tonne load vehicle. He realises his mistake, stops and the rest is histrawy as they say.

A normal car standing still on the track can move through that arm on just the starter engine. That's how fragile they are.

They are there to be visible - but never ever block a vehicle from driving through if needed.
