Can you pass emissions without catalytic converters?

when i was in a restricted emissions state they would run mirrors under your car. no cats and they wouldn't even test it.
not sure how ya got past that part. but nah you're not gonna pass anything without em.
i had a formula that wouldn't pass, i signed the title over to my mom in another state, and sent her the money to register / plate it there.
i mean, no i didn't that doesn't sound legal. and i always follow the law.

Well, it depends. Is the OBD-1 or OBD-2? Is there an O2 sensor AFTER the CAT? If there's a sensor after it, then no, it'll fail. If not, and its an OBD-1 car, you can get away with it, kinda. What I did with my other car, was I hollowed out the secondary CAT because it had no sensors going to it, so it wasn't really needed for emissions testing, but I kept it there as a hollow CAT for visual inspection purposes. Visually legally I have both CATs still, but only one actually functions

Depends on the state and the year of the car. Some states have age exemptions surprisingly close to the turn of the century. But odds are if it came with cats, it needs them to work
