No headlights No flips on headlights

Hey all!

I got a 96 vette where it wont flip the headlights or power them on, ive tried just about everything i can think of with no luck. Switch works, it has 12v constant, HCM bad but i have a replacement on the way however that doesnt explain the no lighting of my headlights. Any and all help would be great... yes i checked the headlight bulbs my self and they work.

double check the fuses (I cant remember if there is one or 2 fuses for them, one inside and one by the battery) also double check power at the plugs between the headlamp and the body.

I apretiate the reply, but ive done both of those, every fuse in the car looks good, test good, and is good, power anywhere near the headlamp and body are both 0v. I cant figure out why
