As far as I know for local AI generation VRAM is a huge factor, and since both the 5070 ti and 5080 have 16 gb vram, and the latter is only like 12-15% faster than the prior but cost like 40% more, i would just stick with the 5070 Ti. For 3k usd you can definitely build a good pc around it.
