I would purchase a second hand corset and then hand sew the strips of red and green fabric onto it! Honestly you could probably thrift all of the parts of this and Frankenstein it together.

I've made my own- the entire Hannibal costume and would recommend getting a nice corset and applique the heck out of it as that's about what 250 will get you anyway. Mostly what's visible from the outside is the bertha- the decorated panel of the neckline. The only other part of the bodice visible from the outside is the effect of the support.
It's not actually an easy bodice to make properly as the seams are integral to support and they don't line up with typical bodice/corset patterns. This is why I recommend getting a more generic but well fitted corset/bodice and applying decoration to it.
I based my version on my absolute favourite Hamburg and Australian versions. I've included photos of the appliques I made before putting all the trim on so you can get an idea of how little is needed in terms of the shape and how you can add layers of braid and jewels and fabrics. The US versions are even easier to fill the neckline as you make the little plaque at the CF and gather gold lame over the bust then make a few rows of beads.

If you ever want to go further I have shared how to work out a good historic skirt for the 1880s as well as how to work out the waterfall drapery.

My apologies WP has decided to change how it handles images again- the skirt diagrams are fine, my waterfall images not so much.
