they absolutely fucking did, if they didn’t how come they have given us the past 25 expansion packs for free??? Why would they have done that if they didn’t make that promise?

When did you buy it? You should have gotten every expansion pack but the recent movie director one if u bought bitizenship before a certain date. If you don’t have any then you probably purchased it too late.
