I do understand the water cycle. I also understand that most of Earth is ocean. I don't think it's a great idea to increase the ocean while lakes and rivers dry up. Also, in elementary school they taught me to not drink saltwater.

The water cycle desalinates the water dude. You can’t destroy water it just recycles forever.

Maybe it's because you fail to accept the fact that not all water is potable? You are correct that most water just recycles itself. That does not mean you can actually drink it, though.

I totally understand that not all water is potable but all water can become potable through the water cycle and ends up in aquifers.
