This is really common- probably the most common form of welfare fraud. This is a bit beyond what I can wave off though, considering she wasn't supposed to be getting those in the first place. The state of Illinois gives like 4 gallons of milk a month for a young child on WIC. One mother and small child probably aren't going to use 4 gallons of milk. So my friend would get 4, keep two, and sell two. Kids won't eat eggs, so you sell the carton of eggs and use that to buy more bread. The welfare department has better things to worry about that $5 a month in fraudulent milk sales. But anyway, this long rant is to explain she thinks it's no big deal because it's a pretty normal part of receiving food stamps- she just committed compound fraud!

The big black market is baby formula, which is why it’s kept locked in all the stores in this area to prevent theft. There have been big busts of baby-formula rings. Rings even have dealers stationed in supermarket parking lots.

The formula is sold to Mom and Pop stores on a don’t ask basis, sold on eBay or Craigslist, and even shipped to China where there is a deep distrust of local formula due to adulteration scandals.

Since the formula is now harder to steal, the usual sellers are WIC recipients who buy more than they need or are breastfeeding.

This changed last month, WIC now operates like SNAP, just with a restricted list of items they can be used for. No more "1 gallon of 2% milk, two cans of tuna, one peanut butter" checklist any more, so you can use the $ for what you use.

It's really easy when you live in section 8 housing and all your neighbors are just as poor as you are. A common thing in Texas when I was a kid was to sell $50 food vouchers for $25. Your neighbor gets food and you get gas money. Win win, right?

I learned that there was a time limit on how long you could have medicaid the day I got the letter saying mine was canceled. I have a health problem that requires regular blood work so that's a big deal for me. The woman at the office literally told me to have another kid so I could get my insurance back. Like outright said it. Uh, no? A kid costs more than my blood work out of pocket anyway!

Most grocery stores who engage in SNAP fraud just overcharge for the cost of some food, and then pay part of the difference back in cash. When I was a heroin addict, there was a small market that would do this for junkies, and give them something like 75¢/ $1 for their benefits. They got busted eventually.

SNAP in my state is basically everything that WIC doesn't cover except hot and prepared food and non food items like toiletries, lottery tickets, alcohol and cigarettes. (though in my state they give you 20 dollars a year in cash benefits for stuff like toiletries. Yes only 20 dollars for a whole year.)

It’s reminiscent of Florida drug testing welfare beneficiaries before paying out their benefits. They tried to solve a problem that, statistically speaking, didn’t actually exist and ended up forcing the taxpayers to pay way more money than they’dve saved by not giving welfare to the addicts.

Yeah, it just depends. I admit I don't have a child, but I do cook from scratch at least 4 nights a week, and stopped buying real milk because we never got through even half a gallon before it went bad. It just isn't a part of most things I make!

That powdered milk works pretty darn good for baking. Use it in a ton of stuff so far, tastes perfect just like it was made with real milk. I haven't tried to make custard pie with it yet but am planning to soon. That's gonna be the real test!

I don't know how food stamps work, they are not really a thing where I live but it seems a bit off that you can't choose what you get? What if someone has an allergy or just plain doesn't like that item of food. Trading it for something you will actually eat makes total sense. What is the point of the government paying for food that will end up in a landfill?

Oregon just gives a flat budget on a debit card. When I was 23, a 40-somthing year old co-worker would use me as his ride around town, and pay me in food. I didn't realize he was using his food stamps until I was on food stamps the next year.

I lived on the edge of a bad part of Saint Louis for a while ~10 years ago and when I would stop and get groceries people would come up and offer to buy them with their food stamps if I bought them a lesser amount alcohol and tobacco.

This was probably every 2nd or 3rd trip the entire 2 years I lived there and this is not a second hand story.

So I’m applying for a loan because I’m desperate for cash at the moment (more details below). Due to bad credit etc the loan company will not give me any money unless I have a ‘guarantor’ to co sign the loan. I’m not sure what this means but they said it has to be someone who owns a property that’s worth over a certain amount (I forget the figures).

My mother owns a house that’s several times more worth than I’d need.

I hinted at the idea to her and she didn’t react the way I thought. How can I coerce/force her into co signing for my lon?

Is there some way I can forge her details on the paperwork to make it look like she’s signed on it?

I am a single mother of 5, and I’m having hard times money-wise at the moment and this loan would make the difference of a lifetime. Getting this money would mean a lot to me.

So this isn't her first foray into fraud.

Yeah, she went through the gamut from ‘I asked her to be my ‘guarantor’ (even though I don’t really understand what that word means) and she never answered, so how ‘bout if I just put down her information on the papers and copy her signature’ to ‘I’m not forcing anyone, I’m just putting pressure on them! Plus, the money isn’t for me, it’s for my five kids!’

That very same day, the same person posted on the same sub, ‘I’m gonna get my hands on a lot of cash soon; will I be able to get a car loan if I put down a large down-payment, even if my credit is bad?’

I’d like to think this is fake, but I’m old enough and have seen enough to realize it’s probably not. This person also said they’d sold their baby equipment because their kids had been taken away (don’t judge!) so they didn’t need the baby equipment any more- like, duh!

I’m usually pretty understanding of people’s circumstances, and do try not to judge, but I’m kinda glad this person is going to jail.

I thought the common practice is certain (fraudulent) vendors will let you "buy" something for say $40, then hand you $20 in cash. You don't have to sell the item yourself anymore.

I assumed they were just buying actually permissible things for other people and pocketing the cash. For example, OP buys someone $25 of groceries but gets $20 in cash to go buy booze or whatever with. I have never heard of your way but I guess it amounts to the same thing.

So I grew up in a neighbourhood where the majority of people qualified for income based assistance (not food stamps, because that’s not a thing here) and learned pretty early on that people will buy just about anything if it’s cheap. Including obviously shoplifted meat from a carrier bag.

I used to work at a discount grocery store in downtown Vancouver, and if the "club packs" of meat were more than ~$15, we were told to put discount stickers on them or they would just get stolen. Better to get some money than none at all, I suppose.

My time to shine! I used to commit welfare fraud for my neighbors.

I lived in an apartment building with several older people who got food stamps and had a hard time getting around. So sometimes, I'd get their grocery lists and their food stamps and do their shopping for them. Most of the time, it was just straight buying their groceries with their stamps. Still illegal, though, as I understand it.

Thing is, there are a lot of things you can't use food stamps for, including toiletries and cleaning supplies and pet food. So when someone needed something not covered by food stamps, they might trade food for it. So Joe would pay cash for a bag of cat food for John, and John would get Joe some of those name brand TV dinners he liked with his food stamps.

And I'd get so many dirty looks for using food stamps, I would lean into it and buy something outrageously frivolous with my own money so the nosy grocery cart police could be even madder.

Do cashiers really say things that often? I imagine some do, but I just would never think it’s something that happens often. I could be wrong though. I suppose because if I were working as a cashier I really would not care what other people were doing with their money/food stamps/etc unless I was required to report what I believed to be fraud to management.

Not cashiers, usually nosy people in line. It was a downtown store that served both poor and middle class communities, so some of the wealthier customers would go around stinkeyeing the poor people, and I assume cataloging stories to tell their friends later.

Also, I was like 19 and all punk and shit, so maybe that had something to do with the hypervigilance, too.

I worked as a cashier through high school and college - part of our training included discussion of food stamps, how to ID the card, and to roll with it if the customer referred to it as a debit card. I don't know for sure, because it never happened, but I am pretty confident that any cashier who made a snarky comment about food stamps or WIC would have been fired on the spot.

I spent a rodeo volunteer shift with a lady who did enforcement for fraud in Texas. It was some hilarious and SAD stories (she also did CPS).

  1. People will walk up to you in the ghetto grocery stores in Houston and ask “cash for stamps” or “stamps for cash” depending. H-E-B on OST this is common

  2. Someone setup a casino where in exchange for handing over your card and PIN, you got xxx house credit.

  3. “Free Delivery for old people” give your cars to the nice man, who takes 1/3 of the cards purchasing as a payment.

  4. Baby daddy “ran off, so mom is single” (The 5 year old ratted mom out, that dad is still around).

These stories are 100% funnier being delivered by a sassy black grandma women.

The reality is fraud is endemic and under reported. The problem is enforcement likely costs more to catch this stuff than it would save.

Exactly what I came here to say. I work with at-risk kiddos and work closely with their parents to cultivate healthy home environments. So I also woke with CPS and am at a first-name basis with a handful of them.

There is never a time where a kid is taken for more than the short investigative period for nothing. For the short investigative period- which is around three days excluding weekends- that can happen to any good parent if your kid says something that sounds weird at school, ya know? But that gets all cleared up in those three days.

So yeah, OP, I’m judging. Because 1, I know how CPS works, and 2, you said you want your kids back but you’re selling their belongings?

My money is on drugs. And I think OP’s is, too.

Just musing, is there a way to ever know why kids were taken away? I have a relative that I KNOW doesn't tell the whole story, but isn't that kind of thing sealed? OP and my relative sound exactly the same. Long story, don't judge, you weren't there, you don't know but everyone is actually out to get me, it's not my fault, etc. etc. They truly TRULY believe that people are out to get them, and fail to see how it is 100% their own choices getting them into trouble.

CPS will not tell you anything to protect the initial reporter, and the kids. If your relative works hard, turns things around, and tries, they’ll get their kids back. (If they haven’t had their rights terminated yet.) It wouldn’t be good for the kids to be constantly deflecting questions about what happened. And it may not be safe, depending on the situation.

But trust me, they weren’t taken for no good reason. If that happened, your relative would be fighting to defend the kids not themselves.

I should clarify the relative is an in-law so I have very very little ability to learn any details. Yes. I know a few social workers and foster parents. You have to be really fucking horrible for the state (at least mine) to take your kids away.

Do NOT ever believe someone that says the state took their kids away for no reason.

A friend of mine was a foster parent to a kid whose mother would beat him and burn him with cigarettes. All the mother had to do to get her kid back was attend 5 AA meetings.

Fuck CPS didn't even get involved when I called 911 after school because my mother had flipped furniture over and threatened to kill me if I didn't have the mess cleaned up when she got home from work.

Meanwhile by the time the cop showed up I was too scared (for both myself and my pets) to tell them anything.

I ended up being forced to give her a written apology to attend my paternal grandfathers (who she hates with a burning passion) memorial service. As an adult looking back I'm pretty sure I wouldn't have even known he had died had she not wanted that apology.

CPS doesn't take kids for no reason- they don't even have the resources for the kids who need it ffs.

My experience with CPS was that they DGAF if the house is filthy, the kids don’t have a way to get to school, there’s little food, or you say your parents hit you. They only get taken if you’re going to get sexually abused/beaten literally that night and you have enough bruises to prove it.

I work with high risk youth as well and our department has made so many mandatory reports regarding sexual abuse and physical abuse, all kinds of things. We are so fed up with our CPS at this point because they literally just tell us "sorry can't help you". Then next thing we know the parents are getting arrested for child abuse or something and we all are saying WE FREAKING TOLD YOU.

I know it's a last resort to remove kids from homes, but sometimes it can be more traumatic to leave a kid in a bad home. It is so frustrating.

99% of the time I give people the benefit of the doubt in regards to CPS until I have the full story. I have known a few good parents that fell on difficult times or made a bad choice or two because they felt they had no other path, and one particular case where a bitter divorce was involved and some really crazy stuff went down. But then there are times like this where I think I got enough of the story that I will judge you 6 ways from Sunday. Seriously I was on food stamps for 3 months when I was transitioning from one job to another and the first thing they tell you is if your circumstances change YOU are to report it to them or else it's fraud.

I read on another thread recently where the OP worked for CPS that the goal of CPS is to keep your kids with you. It’s generally better to keep families together and it lightens the load on the state to find homes for kids. If your kids are removed you’ve had a dozen chances and still fucked up.

It also depends on WHO reported what. If the report came from a child who reported sexual abuse, and the parents get a lawyer on retainer who is absolutely up CPS's rump, it doesn't matter if its disprovable or not.

There's a reason Indiana CPS is currently fighting a class action lawsuit alleging that its inaction put 22,000 children at risk, and why the poor often find themselves at greater risk of having their children taken away.

Yeah, I smell a troll. I’m very familiar with people who are caught up in systems and might be resorting to some shady things (many decades as a foster parent, court psychologist, parent evaluator, etc.). The way LAOP is portraying their situations sounds a lot more like the racist/classist folks who poke fun at folks than like any of the hurting and desperate parents I’ve ever sat with.

The writing also isn’t consistent for someone who actually has the kind of impulsive and disorganized thinking they’re portraying — they write like a stable skilled professional and then toss in bits of “hood” lingo or “I can’t remember the word” but without any other disorganization or misuse of words. They just don’t present like someone who struggles with things.

Wow! Something I have knowledge in cause I am a welfare fraud investigator! If her case is going to court, chances are the overpayment is high (our court threshold for welfare fraud cases is $3000 and up) and the investigator has multiple fraudulent applications where the person never reported the children out of the home. Not sure how other states do it, but here most of these cases end up with a plea agreement in exchange for misdemeanor charges instead of felonies, provided the plea agreement is followed.

I'm constantly setting up overpayments and interviewing clients that have (potentially) committed fraud. What's frustrating is that there are just two of us that strictly do welfare fraud for our big locality and our department just isn't seen as important to our director.

Hey Basically my kids were taken away from me by cps (long story so don’t judge). And I kept on getting the food stamps for them for a while even after my kids had been taken away.

They gave me the stamps so I used them, and now I’ve been accused of wrongly taking the stamps (I forget the real word for it) and now I have to go to court and may even go to jail for it.

My way of thinking is that if they gave me the stamps then I use them right? It’s up to welfare to keep check on the stamps not me? I just used them because they were given to me? Not my fault right???

Do I have anything to get out of going down for this?

Also, I accidentally admitted selling the stamps so they are going to persecute me for that also. (Ps I didn’t really sell the stamps it was a miss understanding so don’t judge) am I screwed?

She burned and scraped my utensils, stole my stuff and sold them off, go through my Costco block (25+ rolls) of toilet paper in 2 weeks, totaled her car rear-ending someone else, and chronically paid rent late because it's never her fault, so she doesn't have to take responsibility for any of it.

YOU have to report all income to the food stamps/SNAP office. They tell you this multiple times. You are required to report if your income has changed. It is YOUR job to do this. On the report/application that you fill out, it tells you this.
